The Manager, Food Services is responsible for all aspects of planning, organizing and directing staff and activities of the Food Services Department serving West Coast General Hospital, Westhaven, Tofino General Hospital, Trillium Lodge, Eagle Park, Cumberland Health Centre, Campbell River Hospital, Yucalta Lodge, Port Hardy Hospital, Port McNeil Hospital and Cormorant Island Health Centre. Ensures departmental policies and procedures comply with professional, legal and Vancouver Island Health Authority (Island Health) standards.

WORK PERFORMED 

  1. Provides leadership and direction to staff (who may themselves carry supervisory responsibility) and, through them, all staff in the department. Ensures continuing staff development, education and training is provided, within budget guidelines, to maintain staff at a current level of knowledge and skills. Interprets and communicates regulations and standards to staff to ensure adherence to work safe practices and procedures and compliance with Work Safe BC regulations and standards. Participates in return to work initiatives, fire prevention and disaster plans as required by the employer.
  2. Manages Food Services, Cafeteria and Catering, including planning menus and services for clients and ensuring adherence to production and service capabilities, cost constraints, presentation and nutritional requirements as established with the clinical nutrition area.
  3. Plans, develops, implements, and evaluates short- and long-range goals and objectives and operational opportunities in support of the identified strategic directions of the department and Island Health as a whole with a client (customer) focused approach.
  4. Develops, implements and reviews departmental policies and procedures to ensure that they comply with professional, legal and VIHA standards.
  5. Actively pursues improved quality of services by planning, implementing and verifying improvements in key processes. Liaises with clients (customers) in order to identify areas of improvement, provide technical advice and resolve problems.
  6. Develops annual operating and capital budgets for the department and ensures expenditures are within established parameters.
  7. Facilitates the skill development of reporting staff and supervisors by coordinating resources to plan, deliver and evaluate opportunities that increase individual performance, develop teamwork and team support, encourage independence, initiative and effective decision-making, and build customer service competencies. Responsible for ensuring appropriate training in job specific procedures, equipment operation, safety and infection control.
  8. Utilizes computerized applications and relevant software to produce, maintain and update a variety of records and reports; prepares and distributes correspondence documents and reports. Creates various forms, spreadsheets and documents. Sets up and maintains files and filing systems, including correspondence, anecdotal notes, personnel records, equipment and supply records.
  9. Consults and negotiates with user departments in order to improve service, provide professional advice, reduce costs, facilitate consensus and resolve problems
  10. Participates in the regional planning process for the portfolio to ensure fully integrated, high quality and cost effective service is provided.
  11. Hires staff, trains, supervises, conducts performance appraisals, disciplines and terminates staff in the department.
  12. Interprets and applies the various collective agreements for unionized staff. Represents the Employer in labour relations matters and determines the disposition of grievances.
  13. Represents the department at various VIHA and committee meetings. Consults to outside parties in area of expertise.
  14. Performs other duties as assigned.

QUALIFICATIONS 
Education, Training And Experience

  • A level of education, training and experience equivalent to a Bachelor's degree in Food Service Administration or other related area and seven (7) years' recent related experience.

Skills And Abilities

  • Certification in a recognized Food Services Management program or eligible for membership in Canadian Society of Nutrition Managers (CSNM)
  • Completion of relevant health care administration courses an asset.
  • A valid driver's license is a prerequisite for the position.
  • Demonstrated leadership ability and highly developed interpersonal and communication skills.
  • Demonstrated commitment to client focused services and teamwork.
  • Ability to integrate administrative, professional and operational aspects of the department throughout the Vancouver Island Health Authority in an effective and efficient manner.
  • Ability to develop and nurture an environment where quality improvement principles are embraced and used on a continuous basis.
