We have an exciting opportunity for a Manager, Support Services, TCS Rural. 

This exciting position is responsible for the planning, organization and evaluation of daily operations for the Food & Housekeeping services at Ashcroft, Lillooet, Merritt, Lytton and Logan Lake, including staffing, and operating budgets for these departments. The Manager works closely with internal and external stakeholders to ensure the delivery of Laundry Services aligns with IH expectations and is supported, where applicable, by programs within the Manager’s area of responsibility. The Manager works in close collaboration with the local Directors, Managers, Business Support Representatives, Logistics, and other departments throughout IH. The Manager is responsible for fostering a safe and positive work culture within the areas of responsibility, ensuring IH is providing services that meet the needs of stakeholders.

WORK PERFORMED

  1. Provides management, leadership, and supervision to staff in line with established directives and policies relating to the mission and goals of the organization and develops procedures to guide staff in carrying out their duties.
  2. Hires, appraises, and disciplines staff, up to and including termination. Manages employee attendance and coordinates the Attendance Promotion Program within the department. Carries out employee performance evaluations.
  3. Plans, directs, and participates in orientation and on-going education programs for in-house personnel as well as students from recognized training programs/educational institutions as required.
  4. Authorizes vacation, overtime, and paid and unpaid leave while ensuring the operational needs of the department are met. 
  5. Provides a safe working environment for all staff within the portfolio, including monitoring compliance, investigating incidents and implementing safe working procedures. May be required to participate in local or regional safety committees. 
  6. Labour relations responsibilities include involvement with the grievance process up to and including settlement; updating, negotiating, and implementing strike contingency plans including essential staffing levels; Step 3 Labour Management meetings; and third party hearings as required. Works in conjunction with Human Resources in the interpretation of collective agreements.
  7. In consultation with the Regional Manager, plans the annual department budgets and is responsible for ongoing adherence to budget objectives for supplies, compensation, and equipment.
  8. Establishes and maintains a quality assurance program for services and employs the necessary audit procedures that will measure the effectiveness and efficiency of those services.
  9. Administers policies and standards in accordance with the regulations of the Ministry of Health, licensing, and local authorities as they pertain to the delivery of department services. Participates in the development of policies and standard operating procedures. 
  10. Coordinates the routine ordering of supplies and establishes and maintains inventory control systems. Ensures optimal health and safety standards are met for areas of responsibility.
  11. Ensures any revenue-based services within the portfolio are operated in a cost-effective manner.
  12. On an on-going basis, plans, implements, and evaluates programs related to Food, Housekeeping and where applicable, Laundry Services.
  13. Participates in regional, portfolio, and provincial committees as required.
  14. Participates in the process related to awarding of regional contacts pertaining to areas of responsibility. May deal directly with suppliers either on the open market or by tender contract and group purchasing in accordance with IH policies and procedures.
  15. Participates in ongoing product evaluation and cost comparison as part of the product and service standardization process.
  16. Responsible for the ongoing development, sustainability, and evaluation of the Housekeeping Best Practice Audit program for sites within the portfolio. Coordinates ongoing training and education of staff. 
  17. Responsible for the development, implementation, and evaluation of Food, Housekeeping, and Laundry programs and initiatives (local, regional, or provincial) in the respective portfolio, utilizing best practice standards to achieve customer-focused and quality service.
  18. Contributes to the management team of each facility by providing information, advice, input, and leadership with respect to Food, Housekeeping and Laundry Services. Supports and promotes the mission, philosophy, and strategic direction for IH.
  19. Undertakes projects to ensure efficient, safe, and high quality services are delivered to patients, residents, and staff. Implements and monitors quality feedback processes and summarizes data accordingly for review and/or providing recommendations. 
  20. Keeps abreast of trends and developments in the Support Services industries.
  21. Performs other related duties as assigned.

QUALIFICATIONS
Education, Training, and Experience

  • A diploma or degree in a related field.
  • Five years of recent, related experience in a supervisory or management capacity.
  • Or an equivalent combination of education, training, and work experience.

Skills and Abilities

  • Knowledge of established Health Care and Long Term Care service standards in Food and Housekeeping.
  • Knowledge of industry-recognized cleaning and Infection Control procedures and standards.
  • Knowledge of WorkSafe BC regulations and safe work practices.
  • Demonstrated ability to plan, consolidate, and deliver high quality services in a cost-efficient, customer-focused manner.
  • Ability to communicate technical information, both verbally and in writing, in a clear, concise manner.
  • Must demonstrate a high degree of skill in negotiating, problem solving, conflict management, and communications.
  • Knowledge of computerized Windows-based applications and general comfort with operating computer programs.
  • Knowledge of industry-recognized cleaning and infection control procedures.
  • Knowledge of industry-recognized Food Safe requirements.
  • Ability to work with others including other Support Services staff, Ministry of Health Officials, etc.
  • Ability to work under pressure, including being able to adapt to change quickly and positively.
  • Valid Class 5 BC driver’s license.
  • Physical ability to perform the duties of the position.
